EXPERIENCE
- Alpha International,
Relief Manager, Middle East February 2000-present
Responsible for assessing and developing Alpha International's response
to Iraq and Jordan. Also, led relief response preparedness and scenario
planning. Implemented relief responses as they occurred, with active
disaster responses in South Lebanon and West Bank and Gaza.
- Alpha International,
Country Director, Kosovo July 1999-February 2000
Responsible for $42 million emergency program with 36 foreign staff
and 250 national staff. Assisted in the transition to rehabilitation
program.
- Alpha International,
Country Director, Albania January 1998-July 1999
Responsible for Alpha International's emergency programs dealing with
the Kosovar refugees fleeing into Albania. This included negotiating
the legal status of Alpha International with the Government of Albania.
Guided the Alpha International team in the design, presentation and
approval of more than $2 million in grants from donors including USAID,
UNHCR and the EU. Developed joint programs with the IFRC, Catholic Relief
Services and ADRA.

Emergency Response Officer for Angola June 1996-December 1997
Responsible for a 30,000-ton emergency food program reaching 600,000
Internally Displaced Persons (IDPs) via three NGO implementing partners,
and other U.S. government humanitarian aid. Implemented additional emergency
assistance programs and arranged for diversion of commodities. Assisted
in organizing two evacuations of all foreign citizens.
- Delta International,
Education Specialist, Pakistan May 1994-November 1997
Provided technical assistance to the Government of Pakistan for the
implementation of the Social Action Program (SAP). Built government
capacity for implementation of social sector programs. Coordinated the
technical working group for education where key members were senior
provincial and donor education representatives. Developed policy guidelines
for the improvement of the basic education sector and provided a forum
for coordination between donors and government representatives. Assisted
federal and provincial governments with preparation of annual operational
plans. Assisted governments with dissemination of SAP policies. Conducted
various technical studies in coordination with government and bilateral
and multi-lateral donors.
- Gamma International,
Human Resources Development Manager, Bolivia August 1993-May 1994
Supervised implementation of three projects in the Human Resources Development
(HRD) portfolio: the Primary Education Development Program (PED); the
Institutional Excellence Project (IEP), which aimed at building linkages
between university centers of excellence and industry; and the Development
Support Training Project (DSTP), through which several thousand Bolivians
have been sent for training to the United States and other countries.
Supervised staff of several professionals and institutional contractors.
Represented Gamma International at meetings with all levels of Bolivian
government regarding the HRD and the Health, Population and Nutrition
(HPN) portfolios, and often served as technical advisor on social sector
issues.
- Omega International,
Project Manager and Economic Specialist, Kenya April 1990-April 1994
Monitored and evaluated all aspects of Omega's program implementation,
negotiated bench marks with senior Kenyan government officials, monitored
federal and provincial budgets, and worked with government counterparts
in planning investment and recurrent budgets. Prepared all economic
and financial analyses and coordinated with other donors on education
activities. Supervised technical assistance (TA) teams, including expatriate
and local consultants. Held primary responsibility for conducting biannual
reviews with the TA teams to consolidate their work plans, as well as
biannual mission reviews of the program. Involved in all aspects of
financing, contracting and procurement for the Omega mission as well
as in providing assistance to the provincial and federal governments
in these areas.
- Omega International,
Project and Economic Specialist, Pakistan April 1989-April 1990
Designed the Chi Program, with particular emphasis on development of
the financial, budgetary and economic analyses. Member of the design
team for the Chi Program in preparing the concept and project papers.
Involved in all Omega mission clearance processes, negotiations with
the Pakistani government on covenants, conditions precedent and the
flow of funds, and preparation of project documentation.
